It may of course be a Terribly Cunning Plan which will allow Mr. Blair, should he fail to win his vote or be forced to rely on Tory votes, to compare himself to Julius Caesar, betrayed and stabbed in the back by trusted friends, though hopefully without the horrible messy death.
